Wellbeing services
Norfolk County Council (NCC) is committed to creating an organisational culture which puts wellbeing at the front and centre of everything we do.
To support this commitment, NCC provides a comprehensive range of internal and external wellbeing support, specialist advice/treatment and training, which are managed by the NCC Health, Safety & Wellbeing Team (HSW).

NCC Health, Safety & Wellbeing Team (HSW) - Overview
The HSW Team can provide advice, guidance, training, and signposting to your colleagues on a range of wellbeing issues. These include:
Individual wellbeing
Priced per case, based on hourly rates, and can include:
- Wellbeing advice and support for individuals
- Signposting to wellbeing services and provision of related resources
- Advice for managers on how to support a team member and how to have effective wellbeing conversations.
- Facilitating discussions between managers and their team members
- My Wellbeing Plan - a revised approach to the former SAP/ WRAP process
Team wellbeing
Priced per case, based on hourly rates, and can include:
- Signposting to and provision of related resources to help assess the key issues in the team.
- Guidance on how to address team concerns.
- Practical support to facilitate team discussions/workshops.
- Advice and guidance on the completion of Stress Risk Assessments
- Priced as a package - Facilitation of the HSE Stress Indicator Survey
Bullying and Harassment
Priced per case, based on hourly rates, and can include:
- Wellbeing support to address concerns, e.g., assistance in documenting concerns, approaching the other party on the individual's behalf.
- Wellbeing support to facilitate resolution between parties.
Suspensions
Priced per case, based on hourly rates, and can include:
- Wellbeing Advice for managers on how to support a team member during their suspension.
- Wellbeing advice for individuals during the suspension process
- Wellbeing support at meetings during the suspension process
Workplace conflict and disputes
Priced per case, based on hourly rates, and can include:
- Wellbeing Advice and guidance on addressing conflict.
- Providing mediation between two or more parties
- Facilitating resolution conversations between team members
Norfolk Support Line
Norfolk Support Line is an annual service with access to:
- Free confidential counselling - Face to face and virtual
- 'In the moment' 24/7 support line.
- Advice and guidance for managers on dealing with difficult issues.
- A range of downloadable self-help resources
- Online 'Your Care' health/lifestyle platform
- Advice on health, debt management, domestic abuse support etc
- Podcasts and blogs
NSL purchase also includes:
- Critical Incident Support
- Counselling support for team members following a serious, upsetting, or traumatic incident.
- On-site and/or virtual
- Group and/or individual sessions.
- Delivered by our Norfolk Support Line provider.
Psychological Assessment and Treatment
Psychological Assessment and Treatment is an annual service, and it can include:
- Assessments virtually or by phone - expert advice and recommendations for the treatment and support of individuals
- Provision of self-guided therapy, Cognitive Behavioural Therapy (CBT) or specific person-centred counselling
Clinical Psychological Assessment and Treatment
Priced per case and provided by a clinical psychologist, and can include:
- Provision of virtual or face to face clinical psychology treatment such as Eye Movement Desensitisation & Reprocessing (EMDR), or Cognitive Behavioural Therapy (CBT).
Please note - This service may not be suitable for long-term mental health conditions or mental health crisis.
Occupational Health
Occupational Health is priced by case, and can include:
- Medical surveillance
- Immunisations and vaccinations
- Preplacement screening
- Vocational medicals
- Advice regarding health at work, phased return to work plans, workplace adjustments or adaptions, suitability of the current role, other considerations such as ill-health retirement or medical redeployment.
Musculoskeletal Injury Rehabilitation Scheme (MIRS)
Musculoskeletal Injury Rehabilitation Annual Scheme service can include:
- Physiotherapy assessments and accelerated treatments for home and work-related injuries.
- Requests for additional Specialist Assessments - e.g., Workplace assessments, specialist DSE, Vehicle, Functional Capacity.
Eye Care Voucher Scheme
Eye Care Voucher Scheme service includes:
- Free eye test for employees who are identified users of Display Screen Equipment (DSE).
- Provision of standard glasses which are required specifically for DSE use.
Mental Health First Aid (MHFA) Training
Provided by NCC HSW accredited trainers, priced per delegate:
- MHFA Champion one day training - part of the NCC mandatory training requirement for managers and supervisors - available both via virtual (teams) and face to face sessions.
These certified courses, recognised throughout England, will help develop skills and confidence to support mental health in the workplace.
