Social value

What social value is

Social value is a way of thinking about how to allocate and use scarce resources.

Social value considers that for every £1 we spend on the delivery of goods, services or works, will that £1 also produce wider social, economic, or environmental benefits to the Norfolk community.

Bidding for contracts

When we commission goods, services, and works we will consider how we can bring more social value benefits to our communities. We outline this in our service specifications and/or requirements in our contracts. 

Social value may not be appropriate for all goods, services and works we commission. Our Contract standing orders has more information on social value and what areas Norfolk County Council is focusing on. Our key areas of focus are employment and training opportunities and reducing carbon emissions. Contract standing orders form part of our constitution.

Where appropriate, we will also ask bidders to submit their social value offer with their bid. This gets evaluated and scored alongside price and the quality evaluation criteria. 

If we would like you to focus your social value offer on a specific benefit, we will outline that in the specification and/or the bid evaluation criteria.

The weight of the social value evaluation criteria will vary. This is dependent on what is being tendered and the experience of the market to explain the social value in their bid.
