Home care providers
Home support providers, also referred to as home care providers or domiciliary care providers, give personal care and assistance in people's own homes. They work with adults, including those learning disabilities, mental health needs, or physical disabilities. All home support providers must be registered with the Care Quality Commission .
Home support framework
We (Norfolk County Council) operate a home support framework. Home support providers can only deliver services if they are part of it.
The framework agreement will be re-opened periodically. Please register on the Council's e-tendering system (In-tend) where all new opportunities are posted. (opens new window)
Home support framework providers are awarded a framework agreement under the Light Touch Regime of Public Contracts Regulations.
The framework model enables us to work with providers to achieve our key priorities for home support services:
- Ensure an efficient and sustainable market structure and delivery of services
- Manage contractual arrangements well
- Meet the needs of service users
- Ensure that home support services are delivered efficiently under the financial pressures
Home support framework providers are selected and kept on the framework on the proven basis of several criteria:
- CQC rating
- Our quality assurance frameworks
- Responsiveness and ability to pick up referrals
- Record of delivering services in Norfolk
- Willingness to collaborate with us and other providers
