Norfolk Fire and Rescue Service (NFRS) Primary Authority Scheme (PAS)
Helping your business meet regulatory fire safety requirements.
If you run a business, you must follow and adhere to fire safety regulations.
Norfolk Fire and Rescue Service (NFRS) can help you comply via the Primary Authority Scheme (PAS). The scheme allows your business to form a statutory partnership with us. You will get assured and consistent fire safety regulatory advice and support from a single Fire and Rescue Service. This is particularly beneficial if you have business premises in more than one county and deal with more than one Fire and Rescue Service.
How Norfolk Fire and Rescue Service can help you
We can provide tailored and reliable fire safety advice and guidance. We will work together in partnership to gain a clear understanding of your business.
Primary authority advice is often called 'assured advice'. It provides protection for your business.
We can:

- The Regulatory Reform (Fire Safety) Order 2005
- The Building Safety Act 2022 - Section 156
- The Fire Safety Act 2021
- The Fire Safety (England) Regulations 2022
- Work with you to understand your main risks and improve your business' compliance
- Do a thorough review of all your fire safety policies and procedures
- Review your fire evacuation plans
- Help you standardise fire safety across your business sites
As a primary authority, we can review your compliance if anything changes. For example, if there are:
- Changes to your business fire safety policies and procedures
- Changes in relevant fire safety legislation or national fire safety guidance

- Reduce the risk of financial penalties and legal prosecution for not complying
- Avoid interruption to your business activities due to non-compliance
- Avoid risk to your business' reputation, from not meeting legal fire safety requirements
