Exchange Street area

In July 2021 Norfolk County Council consulted the public on proposals affecting access and loading times on various streets within the city centre, which included Exchange Street. Some of these changes were originally introduced as emergency measures in response to the COVID-19 pandemic.

The legal orders for these measures are in place on an experimental basis and these orders will shortly expire. The county council had to make a decision on which measures would become permanent and which will revert to their pre-2020 status.

This decision has now been made and the status of various streets will come into effect from 18 November 2023.

Exchange Street will revert to its pre-July 2020 status. This will mean that it will no longer be a pedestrian and cycle zone and it will be open to through traffic. Waiting and loading restrictions in place pre-July 2020 will be reinstated.

As a result of these changes, it will not be possible for pavement licences currently in use to remain. Norwich City Council, as the licensing authority, are contacting the affected businesses.
