Norfolk Register of Disabled Children and Young People
Introduction
The Register of Disabled Children and Young People is a secure database of all children with special educational needs and/or disabilities (SEND), who are known to us (Norfolk County Council).
By law, we must keep a register of disabled children and young people living in Norfolk. This helps us to make better decisions when we are planning and developing services for all families and children.
The register also acts like a mailing list so we can send families useful information.
Although we must keep a register, whether you register a child or young person is up to you.

Who can be registered?
Any child or young person aged 0-17-years-old whose disability or special need has an effect on their daily life or might affect their development. This could be due to:
- A physical disability
- A learning disability
- A sensory or communication impairment
- Behaviour related to a disability that causes serious problems at home or at school
- Complex health needs
- Any other disabling condition which needs treatment over a long period of time
Once registered a young person can remain on the register until their 25th birthday.
Young people
Are you are 16 or 17-years-old and have additional needs?
You can join the Norfolk Register of Disabled Young People. For further information email cwdregister@norfolk.gov.uk.
Parents
Register your child online. If more than one child in your family has a disability they should be registered individually.
Or request a registration pack by email cwdregister@norfolk.gov.uk.
If there is anything on the form that you are unsure about you can:
- Call the Norfolk Children with Disabilities Service on 01603 692455 or email cwdregister@norfolk.gov.uk
- Ask someone to help you. For example, your community nurse, social worker, health visitor, staff at school or college, or a specialist support group
Benefits
If you register you will:
- Receive occasional service and event updates for young people with disabilities
- Have the opportunity to have your say about services that are important to you. This helps us to plan and improve services
Please note that registration does not give you an automatic entitlement to any particular service.
How we use your information
We keep information on a secure database under the terms of the General Data Protection Regulation (GDPR).
Your information will only be seen by a small number of staff members in the Children with Disabilities Service and approved technical staff.
We will only use your information for anonymous statistics, unless you agree for your details to be shared with our transition services.
Your address is used to contact you and send you other relevant information.
We will contact you every two years to check that your details are up to date. If you need to change your contact details or other important information, email cwdregister@norfolk.gov.uk or call 01603 692455.
