Defra Property Flood Resilience Grant Scheme

Storm Babet

The Department for Environment, Food and Rural Affairs (Defra) Property Flood Resilience (PFR) Grant Scheme is for properties affected by Storm Babet. The PFR scheme aims to help communities  overcome the challenges posed by floods. Together, we can build a more resilient and thriving Norfolk. 

The scheme offers grants of up to £5,000, including VAT, per eligible property.

Eligibility 

You are eligible to apply if Norfolk County Council confirmed the following, before 25 January 2024: 

  • You occupy a residential property (or static caravan if that is your primary residence) whose internal areas have been damaged as a result of Storm Babet 19-25 October 2023
  • The resultant damage to the residence necessitated drying out and/or repairs to the fabric of the building
  • You operate a business whose property was damaged as a result of Storm Babet 19-25 October 2023
  • The resultant damage to the commercial property was to internal areas critical to the day-to-day operations of the business, necessitating drying out and/or repairs to the fabric of the building
  • You have not received other sources of public or insurance funding for the same item.

About the grant

You can only use the grant for:

  • Recommended resilience measures which are in addition to reinstatements covered by insurance claims
  • Recommended measures which either:
    • Keep water from entering a property
    • Reduce the damage water can do once it enters a property
  • Covering up to £800 of the cost of a PFR survey

The property owners will need to cover any costs over £5,000. We will make no payments for partial or incomplete work. You cannot apply for the grant to only cover the costs of the survey.

Contractors must complete all works must by 6 May 2025. We will pay any successful grants in the form of reimbursements. This is after we receive proof that the work is complete, including:

  • The completed installation
  • Invoicing for the approved measures

Before you apply 

If you want to apply for a grant, you need to get a PFR survey carried out. The PRF survey needs to include recommend measures that will increase the property's resilience to future flooding. You can only include measures recommended within the survey in your grant claim. You will need to add the PFR survey to your grant application.

Property owners are responsible for finding a suitable contractor to carry out works. The Council is not able to endorse any company who offers surveys. To help you decide, we have put together a list of companies the Environment Agency has approved for PFR Projects.

The surveyor you choose must be independent from any company that installs PFR measures and be a competent company.

The Installers of the PFR measures must have completed the The Chartered Institution of Water and Environmental Management (CIWEM) Property Flood Resilience Industry Training.
