Norfolk Office of Data and Analytics (NODA)
NODA brings together data and analytics with partners to help improve services for residents.
Our purpose
We work collaboratively and think strategically to help the Council and our partners make better informed decisions. We're often working on the most current affairs and we share data, insights and information that is localised to give a Norfolk perspective.
- We join up information and data using secure technology and analytical methods
- We generate evidence of where to target our resources so we get the best out of them
- We provide insight to prevent and reduce the need for services
- We help improve outcomes for the population and community
- We develop our collective analytical skills and access to data
Benefits of joining the NODA partnership
- Direct delivery of data projects, answering a question or solving a problem by joining up multiple sources of data
- Coordinating and convening Norfolk's data community, providing an ecosystem to support data practitioners
- Offering replicable processes and training in common areas such as analytics, data ethics, security and information governance
See some of the papers and resources we've produced on the Norfolk Insight website.

Example case study - Vulnerable people dashboard
We have created an anonymised view of vulnerable council service users in Norfolk to identify where resources and services are best targeted.
In the future we could use this information to:
- Include other data sets from partners
- Produce profiles of vulnerable people in a district
- Take action to support residents with prevention or early help services
Example case study - Housing and homelessness
Brings together all housing data from councils in Norfolk with other related data to enable the partnership to help tackle homelessness.
In the future we could this information to:
- Identify the characteristics that correlate to becoming homelessness
- Predict the future level of homelessness in Norfolk
- Build a predictive model of an individual's risk of becoming homeless
Example case study - Cost of living briefing
We created a briefing on how the cost of living crisis might affect the population of Norfolk. The briefing sets out:
- What is driving the cost of living crisis
- How it is effecting the UK
- Who in Norfolk might be most affected
